I would like to know which of these two is better. I know both of them aren't really that good because I have a strict budget to follow. I would also like to know if I can play games from 2004-2010 (Torchlight, SCII, GTA, No$gba, ePSXe) on them with low-med settings. Thanks! 
For performance alone, I would suggest you'd compare the CPU, the amount of RAM and the graphics card.
Better CPU - I choose the 2nd.
Better RAM - I choose the 2nd.
Better graphics - I choose 1st. This is assuming the first option has Nvidia GPU and the 2nd option has integrated GPU.
I used to have an old laptop with similar hardware with the first option, it plays games that you listed normally.
However, I'd personally thing the 2nd option has better performance.
